About the grant
Ministries and funding agencies in France and Singapore provide funding for organisations collaborating on international R&D projects. The call is open from 24 March 2025 to 4 July 2025. Projects must include at least two organisations from at least two Eureka countries or regions participating in this call. The project must be civilian, innovative, and aimed at commercialisation. No single organisation or country can be responsible for more than 70% of the budget. Project duration must not exceed 36 months. French participants can receive loans up to 3 million euros with funding rates up to 80% for startups and SMEs, 60% for midcaps and large companies. Companies with more than 2000 FTEs are not eligible for funding but can self-fund. Singaporean participants can receive grants up to 50% for startups and SMEs and 30% for large companies. Universities and research institutes can only be funded as subcontractors or consultants. Additional eligibility criteria apply per country. Applications are submitted nationally and evaluated both internationally and nationally. Projects start January 2026.
Requirements
- The project must include at least two organisations from at least two Eureka countries or regions.
- The project must focus on research or development of an innovative product, process or service with commercialisation goals.
- The project must have a civilian purpose.
- No organisation or country may account for more than 70% of the project budget.
- The project duration must not exceed 36 months.
- French participants must contact Chargé d'Affaires Innovation Bpifrance and submit national application via Bpifrance's platform.
- Singaporean companies must be registered and active in Singapore, have at least 30% local ownership and be able to finance the project to completion.
- Universities and research institutes in Singapore can only be funded as subcontractors or consultants.
